Billy's family have also set up a GoFundMe page to try and raise money for Billy's care.
They have said that the National Rehabilitation Hospital cannot facilitate Billy because he needs to be on a breathing machine during the night.
The Gouldings are trying to raise enough money so they can take the five-year-old to London for rehabilitation.
They wrote:
"Billy's condition is one in every million so the resources are just not available in Ireland. "Currently we have to pay privately for physio, and Billy works really hard to do what he can. "We need to get Billy to a place where he has a quality of life for himself. This is not going to happen in Ireland."
The GoFundMe has received just over half of its €50,000 goal in donations.
